Contribution in Society:
- He joined the progressive segments of society which opposed military dictatorship.
- He is the longest-sitting member of the Board of Regents of the Polytechnic University of the Philippines (PUP).

STAND ON ISSUES :
- Reproductive Health Bill: There will be enough budgets to provide health centers around the country with services capable of providing advice on a wide range of safe and acceptable family planning services.
- Charter Change: Villanueva said that the constitution is both new and old in its form. He is in favor of Constitutional amendments through Constitutional Convention but only after the 2010 elections.
- Peace in Mindanao: He said that the problems in Mindanao are rooted in various forms: social, economic, political and cultural. In order to solve the problem there should be an effective programs and initiatives to be implemented. A widely consultative process and faithful implementation of the provisions of the Tripoli agreement must be set in motion to achieve peace in Mindanao.
- Corruption: He believes that the Philippines have a good set of laws to combat corruption. He will make sure that the Ombudsman lives up to its stature as protector of the people against inefficient and corrupt officials. He will also ensure that there will be rewards for efficient public service and discipline or penalty for corrupt prac- tices. He will also install an Undersecretary for Moral Reform in each Executive office whose main role is to ensure that all govern- ment officials and employees adhere to the fundamental ethics of being a bureaucrat and that there are programs that will further instil in them the Filipino good values.
- Education: Villanueva believes that the educational programs should be overhauled. In order to have quality education there is a need to review the curriculum for basic education, increasing the salary of the teachers and establishing Entrepreneurial Community High Schools all over the country.
- Environment: The Climate Change Act of 2009 will be fully implemented with the fullest support to the needed technical and human resource capability. Some prominent elements of adaptation initiatives are the following:(1) improvement in flood control mechanism and drainage in Metro Manila and highly dense areas, (2) Improvement of PAGASA's manpower and facilities.(3) Requirement of LGUs to have and implement disaster management plans for prevention and mitigation
