Track Record/Position Held in Government
Senator (2004 - Present) :
- As a Chairman of the Senate Committee on Constitutional Amendments and Revision of Laws, he insisted on the lawful process of Charter Change according to the provisions of the Constitution. He also opposed charter change via Constituent Assembly (ConAss) initiated by Arroyo and de Venecia.
- Responsible for the passage of Republic Act No. 9369 — or the Automated Elections System as a means of avoiding cheating and post election controversies and protests that have hounded Philippine elections.
- He helped expose corruption in President Gloria Macapagal- Arroyo's administration by publishing a report on the NBN-ZTE deal.
Secretary - Department of Tourism(2001-2004) :
- Gordon placed the Philippines in the international tourism map by actively marketing the Philippines in several tourism expo- sitions and road shows through the much-awarded the Wow Philippines campaign.
- He also encouraged domestic tourism by holding regional events, showcasing provincial destinations at Intramuros and rationalizing Holiday Economics. He held the position until Jan- uary 2004.
Chairman and Administrator - Subic Bay Metropolitan Authority (1992-1998) :
- Converted former US naval facility into a primary trade zone (when the Philippine Senate rejected a treaty extension ending a century of US military presence in the country).
- Lobbied in congress for the passage of a bill he drafted to convert the American naval and air force facilities in Subic and Clark into economic enclaves by the creation of the Subic Bay Metropolitan Authority (SBMA).
- Was removed as the Chairman of SBMA by virtue of Administrative Order 1 of Estrada.
Mayor - Olongapo City (1980-1986) :
- Drafted joint-use plan of Subic Bay by the Philippine and US governments.
- Launched programs on active citizenry in solving crimes, ensuring police accountability, efficient garbage collection, proper health and sanitation, orderly public transport and traffic.
- Delegate at the 1973 Constitutional Convention.
STAND ON ISSUES :
- Reproductive Health Bill: In one interview, Gordon openly said that he is for the RH Bill. He wants the population to have access to whatever methods are available. He also said that parents should be responsible for their children. He is also in favor of putting a cap on the number of children that each family could have. If the couple's children exceed two, then the third, fourth and fifth child will not be entitled to the free services of the government.
- Charter Change: He is in favor of Charter Change. He said, "I will tell the public, I will change the constitution, if I become president. Why? I will tell them where I want change, malinaw sa kin. I will maintain a presidential form, two party-systems." Gordon has filed Senate Resolution 26 calling for a Constitutional Convention after the elections with the new members of the 15th Congress as delegates.
- Corruption: He said that he will fight corruption by living by example. He also advocates the strict implementation of the law and tougher penalties regardless of the position in government.
- Education: Gordon said that there is a link between education and poverty. He said that Filipinos are poor, not because they lack money but because they lack choices and the ability to create op- portunities for themselves. He also said that to be able to address the problems in education, he will push for the enactment of HEAP (Health and Education Acceleration Program) that aims to generate over P70 Billion of additional funds to build classrooms, provide higher salaries for teachers, and address other problems of our educational system.
- Poverty: According to Gordon, poverty is the absence of choice, and without good governance, no change can happen in the country. For him, the first thing we need to change is our attitude: "What this country needs is not just change of men but a change in men."
