Track Record/Position Held in Government
Secretary - Department of National Defense (August 3, 2007 - November 15, 2009) :
- Implemented Defense Reform Program (initiated by predecessors): aim to change the culture and system in the department and the Armed Forces of the Philippines (AFP).
- Modernization Program for the AFP: acquisition of new equipment and development of personnel's proficiency in operating new equipment.
- Placed premium on quality education (local and foreign) for personnel, especially younger personnel and junior AFP officers .
- Supported the adjustment of RA 9184 known as the Procurement Reform Act of the Philippines.
- Heavily involved in the operations to rescue the kidnapped International Committee of the Red Cross volunteers by the Abu Sayyaf last January 2009.
Representative 1st District of Tarlac (1998 - 2007) :
- Assistant Majority Leader in the 11th Congress.
- Head of the Nationalist People's Coalition House members.
- Member of the House contingent to the Legislative-Executive Development Advisory Council.
- 500+ bills filed, 6 passed into law.
- He supported then Chief Justice Hilario Davide Jr.'s impeachment in 2003 on charges of corruption for misusing the multi-million peso Judicial Development Fund.
- Teodoro voted to dismiss the first impeachment complaint against Pres. Arroyo in 2005.
- He supported efforts of Speaker Jose de Venecia and his allies at the House to amend the 1987 Constitution.

STAND ON ISSUES :
- Reproductive Health Bill: Gilbert Teodoro and his wife, Rep. Nikki Teodoro abandoned the bill, saying that RH Bill does not directly address the country's issue on poverty.
- Charter Change: Gibo is in favor of Charter Change. He said that the 1987 Constitution is a reactive constitution and it failed to look forward. He asserted that the 1987 Constitution has already served its purpose of removing the vestiges of the Marcos regime. He is in favor of the charter change for the following reasons: 1) there is a need for change in our structural political system so that it is more open, transparent and more flexible; 2) there is a need to change the overly restrictive economic provisions for both domestic and foreign investors; 3) there is a need to empower congress to determine when and how local government autonomy is to be pursued.
- Peace in Mindanao: Gibo said that the peace problem in Mindanao is rooted in the existence of non-state armed groups. He said that he will put to end the armed revolution by enforcing the law. He also said that the people's anger should be channeled to good debates, political work and development.
- Corruption: For Gibo, transparency in the number one way for eradicating corruption. He also said that to eradicate corruption, one must improve the standard of living of the government official. For him, it is very important to have fewer disincentives to corrupt, and one way of doing this is by improving the standard of living of those in the government.
- Education: Gibo feels that the current curriculum falls short in technical skills, mathematics and English. He pushes for a substantial and additional two years to the original six years of elementary to prepare young Filipinos for four years of secondary education. Gibo also said that the government must exhaust all means (aside from subsidies and scholarship) to give everyone the proper college education.
- Poverty: Food security is important, particular in light of what happened after storm Ondoy and the threats of El Niño (extreme heat with little rainfall). There should be a shift from subsistence farming to agricultural entrepreneurship. Programs should be enhanced to help the poorest of the poor.
- Economy: He believes that the key for a non-stagnant economy is innovation. Gibo said that the era of merely copying ideas from other nations should be put to stop. He said that the Filipinos should utilize their creativity by creating something new in order for the country to be globally competitive.
