• Note: This Blueprint for National Transformation proposed by Advocates for Servant Leadership (ASL) is a direct response to this urgent need for transformation. It is based on the ideas of its members, as well as those proposed by different individuals and groups such as the Blueprint for a Viable Philippines.
• ASL believes that a blueprint such as this set in motion by true servant leaders is key to achieving true economic, political, and social transformation in the country.
• This blueprint is neither definitive nor all-encompassing; rather, it proposes a beginning, an initiative towards the urgent and necessary rebuilding of our nation after the crisis is past.

• Successfully moved for the immediate, automatic, and full release of IRA directly to LGUs to ensure the local and fiscal autonomy of local government units (LGUs).
• Release of P34.5 billion unreleased or withheld IRA for 1998-2001 by previous administrations and subsequently by an additional of P30 billion (2006-2008) collected by LGUs.
• Repeal of Executive Orders (EOs) which undermined local autonomy (EO No. 9 repealed EO Nos. 189, 190, and 250 which put restrictions on the use of the LGUs 20% Development Fund, in CY2001)
• Recall of previous DILG Memorandum Circulars that were anti-local autonomy (i.e. MCs that required prior approval of the DILG Secretary before LGUs can obtain a loan and purchase heavy equipment)

• Removal of the Local Government Service Equalization Fund (LGSEF) which were funds sourced from the LGUs' from IRA.
• IRA Monetization Program - floated ULAP bonds as an innovative alternative for the National Government to be able to release the IRA cuts made by Congress in the GAA, backed up by Supreme Court rulings adhering to the position of ULAP.
• Advocated for the adoption by DBM of the "Modified Disbursement Scheme" ensuring the timely and automatic release of the full IRA share due LGUs.
• Advocated for the declaration by the Supreme Court that any form of IRA cut is unconstitutional, thus causing the issuance of the following rulings and orders:

Executive Order No. 723 (May 12, 2008) - PRESIDENT Arroyo ordered the release of P12.58 billion to LGUs to cover the discrepancy in the amount unreleased IRA of LGUs due to the reenactment of the national budget in 2001 and 2004.
