- He became the Representative of the First District of Tarlac from 1992 to 2001. He later became the Majority Leader of the House. As a congressman and made Education his priority. He principally authored the RA 7880 (also known as the Roxas Law). This law ensures fair distribution of education budget in all provinces – freeing the sector from patronage politics.
- He was appointed as the Secretary of the Department of Trade and Industry (DTI) during the Estrada administration. As the secretary of DTI, he provided the groundwork for BPO industry and espoused “palengkenomics”.
- He was elected as Senator in 2004. On the 13th Congress, he authored 43 bills and 46 resolutions from July 2004 to 2007.
SELECTED HOUSE BILLS AND RESOLUTIONS :
- Sen. Mar Roxas voted yes for the CARPER Bill (Comprehensive Agrarian Reform Program Extension w/ Reform).
- He was the Chairman of the Senate Committee on Trade and Commerce that gave conditional concurrence the JPEPA and voted.
- Among the legistlative record of Roxas in the 14th Congress includes the Law on Patents, Tradenames and Trademarks that aims to lower the prices of medicine, EVAT Funds for Education and Healthcare, Tax Exemption for Minimum Wage Earners, Anti-Smuggling Bill, Magna Carta for MSMEs.
- He also voted in favor of the Revised Value-Added Tax Law. He is also in favor of the abolition of the death penalty in the Philippines. He voted against the Human Security Act, saying that the said law poses dangers to the security and rights of every Filipino.
- When the Philippines was put under state of emergency due to a coup d’état attempt, he called for the government to immediately revoke the state of emergency saying that it betrays its own vision of a strong republic.
